Energy-intensive industry, agriculture and the municipal sectors of  Tajikistan make country one of the largest energy consumers in the region. Major part of  electricity (about 97%) is produced by hydropower plants (HPP).  According to official data fossil fuels - oil and gas are relatively in small reserves while coal is  in   significant amount but coal mining is one of the hazardous and  pollutant productions among others.  

High energy losses both in  transportation and consumption mainly for the reason of outmoded 
equipment and poor management represent one of the main weaknesses of the energy sector of Tajikistan. During the winter period country experiences  chronic shortage of electricity due to lowering  the water level in main reservoir of hydropower stations and,  also seasonal –based increased demand on electricity. The seasonal shortage of electricity causes not only  limited energy supply to population but also  discontinue an operation of number of local productions. 
Communities of some regions are in severe need of electricity especially in winter. After collapse of centralized system the supply of fuel and lubricants  are the main reason of heating systems’ malfunctioning  that put much pressure on natural resources especially  in  rural areas of the country. Even though that local communities, for the heating and kitchen purposes, use dried dugs and other biomasses the intensive pressure still remains on firewood and shrubs as preferred heating source.  Such intensive use of firewood leads  to deforestation afterwards,  it  causes land degradation having involved other  interconnected  ecosystems and, ultimately,  county is prone to various natural disasters . 
For the above described reasons the projects on environment protection and energy resources savings, have to be considered in the list of priorities by government of Tajikistan. The principal value of the SPARE program is that through fostering young generation and raising pubic awareness in the schools and beyond the Program directly addresses  to the most acute issues on sustainable use of natural and energy resources, energy savings   energy efficiency  existing as a long lasting challenges in Tajikistan.
